Tianjin Bonded Area develops more advantages functions

As the State Council approves to establish a comprehensive bonded area in Tianjin Binhai New Area, Tianjin Binhai New Area has a more notable policy functional advantage. So far, Airport Logistic Processing Area, Airport Bonded Area, and Bonded Logistic Park and Comprehensive Bonded Area were developed and built in the area, thus forming an excellent patter of multiple bonded area policy overlapping, functional complementation, multi-point support, and linkage development.
Dominated by hi-tech manufacturing, the industrial structure of Airport Logistic Processing Area is divided into Bonded Storage Logistic Area, Hi-tech Industry Area, Business Service Area and Commercial Auxiliary Area. Located the Airport Logistic Processing Area, the Airport Bonded Area serves as a displacement area and was accepted by a joint acceptance group made up of China Customs and Tianjin Municipal Government on May 19, 2005. The administrative committee of the bonded area will take full advantage of particular policy functions and extend the function of bonded policy. In new displacement areas, it will make efforts to attract transnational and well-known companies centering the development of export processing and hi-tech industry.
The Bonded Logistic Park vigorously expands business of international procurement, appropriation, and transit trade, pushes forward international transfer business and builds four bases, that is, Mingmen Cotton Logistic Base, Seamless Stainless Steel Sheet Export Base, Automobile Import and Export Base, and Mingmen Adidas International Procurement and Appropriation Base. At the same time, as one of experimental unit for area-port linkage approved by the State Council, the bonded logistic parks keeps enlarging the area-port linkage effect. Under the support of port and customs, it opened a direct drawing and appropriation business in March 15, thus brining a lot of operating conveniences to enterprises.
The Comprehensive Bonded Area is one of special functional areas with the highest of level opening up, the most preferential policies, and the most completed functions. It not only offers services to A320 project and its auxiliary industries, but also play an essential role in gathering products of aviation industry, developing aviation manufacturing and its auxiliary industries and aviation logistic industry, establishing Northern Air Cargo Center, and promoting the opening up and development of Binhai New Area. Firstly, it will attract more international airlines and expand the business size of international aviation transfer on the basis of the rebuilt and expanded Tianjin Binhai International Airport. Secondly, it will cooperate with Beijing Customs and airports to carry out a comprehensive auxiliary reform and develop the “land-to-air and air-to-land two-way through transport” business, so as to realize a direct cargo transport between Beijing and Tianjin Airports and the Comprehensive Bonded Area. Thirdly, it will bring into play the comprehensive advantages of seaports and airports, cooperate with Tianjin Airport and port groups, and push forward the direct cargo transport among airports, seaports, and the area, and then realizing a seaport-airport linkage development.
Based on the seaport-airport linkage development for the years, Tianjin Port Bonded Area strives to build a scientific R&D transfer base covering bonded international logistic centers and aviation industry in north China. According to the general requirement of building the international shipping center and logistic center in Binhai New Area, Tianjin Port Bonded Area keeps on expanding its function as a bonded area and pushing forward trade and logistic businesses based on market building. So far, there were 10 markets registered in the bonded area, of which seven markets were put into operation, including cotton, north sugar, nonferrous metal, chemical, and rare metal. In addition, it has over 400 member enterprises, with an accumulative volume of trade exceeding 120,000 tons.
